Canada has opened investigations into Chinese truck and bus tyres.

Proceedings opened on 31 August 2026

The Canada Border Services Agency (CBSA) states that it opened investigations on 31 August 2026 into truck and bus tyres originating in or exported from China . Its public notice is dated 3 September 2026 and describes the proceedings as investigations into allegations of dumping and subsidisation .

According to the CBSA, the review will examine whether the goods concerned are sold in Canada at unfair prices, are subsidised, or both . The Agency uses the terms “dumping” and “subsidisation” in both the title and the body of its notice .

The CBSA cites the Special Import Measures Act as the framework empowering it to initiate an investigation where a complaint is substantiated and to impose trade remedy measures where it finds that dumping or subsidisation causes, or threatens to cause, injury to Canadian producers .

The Canadian International Trade Tribunal (CITT) has also published the initiation of an investigation concerning truck and bus tyres from China . The CBSA and the Tribunal each play a role in the proceedings described by the Agency .

New and retreaded tyres covered

The product scope includes new or retreaded truck and bus tyres designed for fitting to specified vehicles . The CBSA lists medium and heavy trucks, commercial trailers, buses and recreational vehicles among those vehicles .

The geographical scope covers imports from producers operating in China or from producers exporting from China, according to the CBSA . This wording therefore includes goods according to the producer’s activity in China or their export from that country .

The notice provided mentions no Harmonised System code or TARIC code identifying the tyres concerned . For further product information, it refers to the CBSA webpage on anti-dumping and countervailing measures .

The CBSA estimates the annual Canadian market for truck and bus tyres at approximately CAD 1.2 billion .

Preliminary determinations expected in October and November

The timetable announced by the Canada Border Services Agency divides the review between the Canadian International Trade Tribunal and the Agency . The Tribunal conducts a preliminary injury inquiry to determine whether the imports concerned are causing injury to Canadian producers . Its assessment concerns injury, separately from the examination of pricing and subsidisation practices .

The CBSA states that the Tribunal will issue its determination on 30 October 2026 . In parallel, the Agency is examining whether imports are sold in Canada at unfair prices, are subsidised, or both . It has announced preliminary determinations for 30 November 2026 .

According to the CBSA, both the Tribunal and the Agency participate in the proceedings, with the former conducting an injury inquiry and the latter examining dumping or subsidisation .

Complaint by the CRMA and Michelin

The proceedings follow a complaint lodged by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc. . According to the CBSA, the complainants claim to represent the majority of Canadian production of truck and bus tyres .

They allege that increased volumes of allegedly dumped and subsidised imports have caused material injury, including through price undercutting and price depression, lost sales and volumes, reduced market share, and lower capacity utilisation, employment, profitability and investment .

The CBSA has announced publication of a statement of reasons within 15 days of the initiation of the investigations . The material provided contains neither that statement of reasons nor an annex defining the product by tariff codes .
