OFAC added six Cuba entries and removed Dulac Capital from the SDN List.
On 3 September 2026, OFAC added one individual and five Cuban entities to the SDN List, while removing Dulac Capital Ltd under the Russia programme.
Six new Cuba-related entries
The US Treasury Department's Office of Foreign Assets Control published a notice on 3 September 2026 updating its Specially Designated Nationals List. The notice adds six entries under the Cuba programme, all referenced [CUBA-EO14404] .
Fidel Ernesto Castro Calis, born on 16 May 1995 and a Cuban national, is among the designated individuals. The notice identifies him as linked to Alejandro Castro Espin under the designation "Linked To" .
The five entities added are as follows:
- Banco Exterior de Cuba, based in Plaza de la Revolucion, Havana, with SWIFT/BIC code BECUCUHH, is described as a financial institution under reference [CUBA-EO14404] .
- Comercial Cupet S.A., based in Havana, is described as a state-owned enterprise engaged in the wholesale trade of solid, liquid and gaseous fuels, and related products .
- Empresa de Servicios Comandante Rene Ramos Latour, also known as "NICAROTEC", is based in Mayari, Holguin, Cuba, and operates in activities supporting mining extraction .
- Empresa Importadora de Abastecimiento para el Petroleo, also known as "ABAPET", is based in Havana and is linked to Union Cuba Petroleo, according to the notice .
- Empresa Importadora y Abastecedora del Niquel, also known as "CEXNI", is based in Moa, Holguin, Cuba, and is described as engaging in non-specialised wholesale trade .
The notice links each of these five entity designations to reference [CUBA-EO14404] .
Russia-related removal of Dulac Capital
The Office of Foreign Assets Control notice removes DULAC CAPITAL LTD from the SDN List under reference RUSSIA-EO14024 . It records four removals associated with that company: DULAC CAPITAL LTD and three representative-office entries, including those designated for Moscow and St Petersburg .
The four entries list the same addresses: Arosastrasse 7, Zurich 8008, Switzerland; Pr-kt Morskoi pom. 12-N, St Petersburg 197110, Russia; and Pr-kt Leningradskii, Moscow 125167, Russia . The notice associates Dulac Capital Ltd with legal entity identifier 529900E3569EJW938341 and Swiss registration number CH-020.3.031.775-0 .
The removed names include PREDSTAVITELSTVO AKTSIONERNOGO OBSHCHESTVA DYULAK KEPITAL LTD SHVEITSARIYA V G MOSCOW, PREDSTAVITELSTVO AKTSIONERNOGO OBSHCHESTVA DYULAK KEPITAL LTD SHVEITSARIYA V G SANKT PETERBURGE and AK DYULAK KEPITAL LTD PREDSTAVITELSTVO . Each is also identified in the notice as an alias of DULAC CAPITAL LTD .
For each of the four removed entries, OFAC includes a secondary-sanctions risk notice referring to section 11 of Executive Order 14024 . The notice records no administrative changes unrelated to those designations and removals .
Publication of Cuba General License 4A
In the same notice, the Office of Foreign Assets Control announced the publication of Cuba General License 4A . The licence is entitled "Authorizing Transactions for Third-Country Diplomatic and Consular Missions in Cuba" . According to OFAC, it authorises transactions concerning third-country diplomatic and consular missions in Cuba .
The notice presents this publication before the section covering updates to the Specially Designated Nationals List . It therefore distinguishes the general-licence announcement from the designations and removals subsequently listed in that section .
The notice extract does not reproduce the text of Cuba General License 4A . It does not set out the conditions governing the authorisation, the precise categories of covered transactions, the persons or entities concerned, any exclusions, or its period of validity . Nor does the extract contain a reference to an annex, an effective date specific to the licence, or provisions amending a previous licence .
The notice also states that no unrelated administrative amendments were published in this notice . The detailed conditions of the licence therefore do not appear in the extract reviewed .
