Union General Export Authorisations (UGEA)
Union General Export Authorisation No EU001
Authorises export of all dual-use items listed in Annex I to specified low-risk destinations. Does NOT cover items listed in Annex IV (most sensitive items).
Annexe II, section A
Destinations :
Exclusions :
- -Items listed in Annex IV of Regulation (EU) 2021/821
- -Items for military end-use in certain cases
- -Items subject to national restrictions by exporting Member State
Conditions :
- -Exporter must record: description of items, CN code, value, date, destination, end-user name/address
- -Records must be kept for minimum 3 years from end of calendar year of export
- -Exporter must notify competent authority of first use of this UGEA
Union General Export Authorisation No EU002
Authorises export of certain dual-use items to specified destinations. Covers a more limited scope than EU001.
Annexe II, section B
Destinations :
Scope : Limited to certain items - not all of Annex I
Union General Export Authorisation No EU003
Authorises export after repair/replacement. Covers re-export of items originally imported for repair, and export of replacement items.
Annexe II, section C
Scope : Re-export after repair or replacement of equivalent items
Union General Export Authorisation No EU004
Authorises temporary export for exhibition or fair. Items must be re-imported.
Annexe II, section D
Scope : Temporary export for exhibitions/fairs with re-import obligation
Union General Export Authorisation No EU005
Authorises export of certain telecommunications and information security items.
Annexe II, section E
Scope : Category 5 Part 1 and Part 2 items meeting specific criteria

Authorises export of certain chemicals listed in Annex I to non-CWC States parties.
Annexe II, section F
Scope : Specific chemical precursors under certain conditions
Union General Export Authorisation No EU007
Authorises intra-group technology transfers for certain software and technology.

Scope : Intra-corporate transfers of software and technology
Union General Export Authorisation No EU008
Authorises export of certain encryption items (Category 5 Part 2).
Annexe II, section H
Scope : Specific crypto items to certain destinations
Annex IV - Most sensitive items
Items listed in Annex IV require authorisation even for transfers between EU Member States. These are the most sensitive dual-use items.
Annex IV items require individual authorisation, including for intra-EU transfers between Member States.
