To qualify for the CETA preferential rate on HS 2106, products must satisfy the origin rule of type change of tariff subheading (CTSH). A tolerance of 10% of the ex-works value applies. 5 specific rules apply to this code under this agreement.

A change from within the same subheading, whether or not there is also a change from any other subheading, provided that the net weight of non-originating material from within that subheading does not exceed 30% of either the net weight of the product or the net weight of all material used in production.
A change from any other heading, provided that: - the net weight of non-originating sugar used in production does not exceed 40% of the net weight of the product, and - the net weight of non-originating material of chapter 4 used in production does not exceed 20% of the net weight of the product.
