To qualify for the EU-EAC EPA preferential rate on HS 3824, products must satisfy the origin rule of type maximum non-originating materials (MaxNOM). A tolerance of 15% of the ex-works value applies. 2 specific rules apply to this code under this agreement.
Manufacture from materials of any heading, except that of the product. However, materials of the same heading as the product may be used, provided that their total value does not exceed 20% of the ex-works price of the product.
20% ex-worksManufacture in which the value of all the materials used does not exceed 70% of the ex- work price of the product.
70% ex-worksManufacture from materials of any sub- heading, except that of the product and except materials of subheading 290544. However, materials of the same sub- heading as the product may be used, provided that their total value does not exceed 20% of the ex-works price of the product.
20% ex-worksManufacture in which the value of all the materials used does not exceed 60% of the ex- work price of the product.
