To qualify for the EU-Mexico preferential rate on HS 2208, products must satisfy the origin rule of type wholly obtained (WO). A tolerance of 10% of the ex-works value applies.
Manufacture: - from materials not classified within heading 2207 or heading 2208, - in which all the grapes or any material derived from grapes used must be wholly obtained or if all the other materials used are already originating, arrak may be used up to a limit of 5% by volume.
