To qualify for the EU-Turkey CU preferential rate on HS 8601-8609, products must satisfy the origin rule of type change of tariff heading (CTH).
CTH: All non-originating materials used in the production of the good have undergone a change in tariff classification at the 4-digit level (tariff heading) except from non-originating materials of heading 8607.
A maximum of 50% of the ex-works price (EXW) is made up of non-originating parts (MAXNOM).
