WCO Classification opinions

WCO Classification opinions are decisions issued by the World Customs Organization's Harmonized System Committee on the tariff classification of specific products. They constitute the most authoritative international reference for HS interpretation, after the legal texts themselves.

The HS Committee meets twice yearly and examines classification questions submitted by member customs administrations. When consensus is reached, the decision is published as a classification opinion and inserted in the Compendium of Classification Opinions. These opinions cover a wide range of products, from technological innovations to complex food preparations.

Although classification opinions have no direct legally binding force in member countries' national law, they are widely respected and followed by customs administrations. The Court of Justice of the EU regularly cites them as an interpretive aid for the common customs tariff and recognises their significant persuasive authority.

Classification opinions are particularly important for innovative or complex products where classification is not obvious from reading the HS headings alone. They create international classification harmonisation that facilitates trade and reduces cross-border disputes.
