Statistical nomenclature
Code system used for statistical purposes to measure trade flows, based on the CN with national extensions.
The EU's external trade statistical nomenclature is a classification system used to collect, compile, and publish data on goods exchanges between the EU and third countries (Extrastat) and between Member States (Intrastat). It is closely linked to the Combined Nomenclature but may include national extensions.
For extra-EU trade (Extrastat), the 8-digit CN constitutes the statistical basis. Customs declarations (SAD) directly feed trade statistics, without a separate statistical declaration. For intra-EU trade (Intrastat), enterprises whose flows exceed certain thresholds must submit separate monthly statistical declarations.
Trade statistical data is essential for numerous stakeholders: the European Commission uses it for commercial policy and agreement negotiations, businesses for market analysis and competitive benchmarking, and economists for macroeconomic analysis of trade balances.
Statistical data quality depends directly on the accuracy of tariff classification declared by operators. Classification errors distort sectoral statistics and can lead to inappropriate commercial policy decisions. Eurostat implements consistency checks and correction procedures to maintain data reliability.
