This chapter does not cover measuring walking sticks or the like (heading 9017), walking-stick guns (heading 9304), or articles of Chapter 95 (toys, sports equipment). Heading 6601 covers umbrellas and sun umbrellas (including garden umbrellas, beach umbrellas and similar), whether or not telescopic. Heading 6602 covers walking sticks, seat-sticks, whips, riding-crops and the like, but excludes handles or knobs of precious or semi-precious stones. Heading 6603 covers parts, trimmings and accessories of articles of heading 6601 or 6602, including umbrella frames (assembled on shafts), umbrella handles, and umbrella covers. The classification of combination articles (e.g., umbrella incorporating a walking stick) follows the essential character rule.

For the purposes of heading 6406, the expression 'parts' means: soles, heels, uppers and other components, inner soles, outer soles, stiffeners and shanks, but does not include pegs, protectors, eyelets, hooks, buckles, ornaments, braid, laces, pompons or other trimmings (which are classified in their appropriate headings) or buttons or goods of heading 9606.
