Nomenclature browser
The nomenclature browser provides hierarchical navigation through the entire tariff structure:
Sections (21) - The broadest grouping of goods by industry or material type (e.g. Section XI: Textiles and textile articles).
Chapters (99) - Two-digit level within each section (e.g. Chapter 62: Articles of apparel, not knitted or crocheted).
Headings (4 digits) - The core classification level defined by the World Customs Organization's Harmonized System.
Subheadings (6 digits) - International breakdown within each heading, harmonized across WCO member countries.
CN codes (8 digits) - European Combined Nomenclature level, specific to EU trade.
TARIC codes (10 digits) - Full EU regulatory code, incorporating all measures, quotas and trade policy instruments.
Each code displays its legal description, applicable Section and Chapter Notes, duty rates and active measures.
BTI/BOI rulings
The Binding Tariff Information (BTI) database contains over 1,000,000 rulings issued by EU Member State customs authorities. Each ruling establishes the official classification of a specific product, binding on all EU customs offices for 3 years (extendable to 6).
The BTI database is searchable by:
| Criterion | Description |
|---|---|
| HS/CN code | Find all rulings for a given tariff position |
| Keywords | Full-text search across ruling descriptions |
| Country | Filter by issuing Member State |
| Date range | Active, expired or all rulings |
| Reference number | Direct lookup by BTI reference |
BTI rulings are a primary source for ClassifyAI's classification pipeline. When ClassifyAI references BTI precedents in its justification, the full ruling text is available in the nomenclature browser.
Tariff measures
For each TARIC code, the following measures are displayed when applicable:
| Measure type | Description |
|---|---|
| Third-country duty | Standard MFN duty rate |
| Preferential duties | Reduced rates under trade agreements (GSP, EPA, FTA) |
| Tariff quotas | Volume-limited duty reductions with fill rates |
| Tariff suspensions | Temporary duty reductions for specific goods |
| Anti-dumping duties | Additional duties on dumped imports |
| Countervailing duties | Duties offsetting foreign subsidies |
| Safeguard measures | Temporary protection measures |
| Prohibitions and restrictions | Import/export bans, licensing requirements |
Measures include their legal basis, validity period, geographical scope and applicable conditions (certificates, end-use requirements).
Market intelligence (Eurostat COMEXT)
The Trade Hub integrates Eurostat COMEXT trade statistics, providing market intelligence at the CN code level:
- Import/export volumes by CN code, partner country and period
- Trade value in euros, with unit values for price analysis
- Trend analysis across time periods
- Country breakdown for sourcing and market analysis
COMEXT data is available at the 8-digit CN level. For aggregated views at the HS 6-digit level, data is consolidated across all CN subheadings.
Customs value simulator
The nomenclature section includes a customs value simulation tool that computes:
- Customs value based on transaction value, Incoterms and adjustments
- Applicable duties using the TARIC measures for the declared code
- Total landing cost including duties, VAT and any additional charges
This allows importers to estimate the full cost of importing goods before placing an order.
