EBTI database
European database listing all Binding Tariff Information decisions issued by Member States.
The EBTI database (European Binding Tariff Information) is the European Union's centralised database listing all Binding Tariff Information (BTI) decisions issued by Member State customs authorities. Freely accessible online via the European Commission portal, it is an essential research tool for tariff classification professionals.
The database contains tens of thousands of BTIs, each describing a specific product and its classification in the Combined Nomenclature. Records include the goods description, composition, technical characteristics, assigned CN code, classification reasoning, and sometimes an image or diagram of the product.
EBTI is a valuable tool in several ways: it enables searching for existing classifications of products similar to one's own (benchmarking function), identifying customs classification trends for a product category, and spotting potential divergences between Member States on the classification of comparable products.
EBTI is progressively being integrated into the Customs Decision System (CDS), as part of the modernisation of European customs IT systems. The CDS BTI module will eventually enable fully dematerialised management of BTI applications and decisions.
