Cargo Tracking Slip (BSC / BESC / ECTN / CTN)
The BSC (Cargo Tracking Note), also called BESC (Electronic Cargo Tracking Note), ECTN or CTN depending on the country, is a mandatory tracking document for maritime cargo destined for many African countries.
Countries concerned
The BSC is required by many countries: Cameroon, Benin, Togo, Ivory Coast, Senegal, Republic of Congo, DRC, Guinea, Burkina Faso, Mali, Niger, Chad, Gabon, Madagascar, Comoros, Angola, Algeria, Libya, among others.
Objective
Enable national Shippers' Councils to track cargoes, verify freight rates charged, collect statistics and protect the interests of local shippers.
Procedure
The BSC must be requested before shipment of the goods at the port of departure. It is issued by representatives of the Shippers Council of the country of destination or by approved service providers.
Consequences in the event of absence
Without BSC, the goods cannot be cleared at the port of destination. Penalties and demurrage apply. This is one of the most frequent causes of blockages for exporters who are unaware of African regulations.
Cost
The cost of BSC varies by country, generally between 100 and 500 EUR per bill of lading.
