World Customs Organization (WCO)
Intergovernmental organisation responsible for developing the Harmonized System and facilitating world trade.
The World Customs Organization (WCO) is the intergovernmental organisation based in Brussels representing customs administrations worldwide. With 184 members covering approximately 98% of world trade, it is the global reference for customs standards and practices.
The WCO is responsible for developing and maintaining several fundamental instruments of international trade: the Harmonized System (HS), the Revised Kyoto Convention (simplification and harmonisation of customs procedures), the SAFE Framework of Standards (supply chain security and AEO programme), and non-preferential Rules of Origin.
The WCO's Harmonized System Committee is the body that rules on tariff classification questions at international level. Its classification opinions and classification decisions constitute major references for customs administrations and national courts, even though they have no direct legally binding force.
The WCO also plays a crucial role in capacity building for customs administrations in developing countries, combating fraud and counterfeiting, and promoting trade facilitation. Its tools and training are widely used by international trade professionals.
