To qualify for the CETA preferential rate on HS 1904, products must satisfy the origin rule of type change of tariff heading (CTH). A tolerance of 10% of the ex-works value applies. 7 specific rules apply to this code under this agreement.
CTH: All non-originating materials used in the production of the good have undergone a change in tariff classification at the 4-digit level (tariff heading).
A change from within this heading, whether or not there is also a change from any other heading, provided that the weight of the non-originating materials of this heading does not exceed 30% of either the net weight of the product or the net weight of all material used in production.
A change from any other heading, provided that: - the net weight of non-originating material of heading 1006 or heading 1101 to heading 1108 used in production does not exceed 20% of the net weight of the product, - the net weight of non-originating sugar used in production does not exceed 30% of the net weight of the product, - the net weight of non-originating material of chapter 4 used in production does not exceed 20% of the net weight of the product, and - the net weight of non-originating sugar and non-originating material of chapter 4 used in production does not exceed 40% of the net weight of the product.
