A change from any other heading, provided that: - the net weight of non-originating sugar used in production does not exceed 20% of the net weight of the product, and - the net weight of non-originating material of chapter 4 used in production does not exceed 20% of the net weight of the product.

A change to beverages containing milk from any other heading, except from heading 0401 to heading 0406 or dairy preparations of subheading 190190 containing more than 10% by dry weight of milk solids, provided that: - the net weight of non-originating sugar used in production does not exceed 20% of the net weight of the product, and - the net weight of non-originating material of heading 0407 to heading 0410 used in production does not exceed 20% of the net weight of the product.
