To qualify for the CETA preferential rate on HS 3503, products must satisfy the origin rule of type change of tariff heading (CTH). A tolerance of 10% of the ex-works value applies.
A change from any other heading, except from chapter 2 other than swine skin or chapter 3 other than fish skin.
A change from chapter 2 other than swine skin or chapter 3 other than fish skin, whether or not there is also a change from any other heading, swine skin of chapter 2 or fish skin of chapter 3, provided that the value of non-originating materials of chapter 2 other than swine skin or chapter 3 other than fish skin does not exceed 40% of the transaction value or ex-works price of the product.
