To qualify for the CETA preferential rate on HS 3504, products must satisfy the origin rule of type change of tariff heading (CTH). A tolerance of 10% of the ex-works value applies.
A change to milk protein substances from any other heading, except from chapter 4 or dairy preparations of subheading 190190 containing more than 10% by dry weight of milk solids.
A change to any other product of heading 3504 from any other heading, except from non-originating material of chapter 2 to chapter 4 or heading 1108.
A change to any other product of heading 3504 from chapter 2 to chapter 4 or heading 1108, whether or not there is also a change from any other heading, provided that the value of non-originating materials of chapter 2 to chapter 4 or heading 1108 does not exceed 40% of the transaction value or ex-works price of the product.
