To qualify for the CETA preferential rate on HS 8211, products must satisfy the origin rule of type change of tariff heading (CTH). A tolerance of 10% of the ex-works value applies. 3 specific rules apply to this code under this agreement.
CTH: All non-originating materials used in the production of the good have undergone a change in tariff classification at the 4-digit level (tariff heading).
A change from subheading 821191 through 821195, whether or not there is also a change from any other heading, provided that the value of the non-originating component products of subheading 821191 through 821193 does not exceed 25% of the transaction value or ex-works price of the set.
