To qualify for the EU-Korea FTA preferential rate on HS 1902, products must satisfy the origin rule of type wholly obtained (WO). A tolerance of 10% of the ex-works value applies. 3 specific rules apply to this code under this agreement.

Manufacture in which: all the cereals and their derivatives (except durum wheat and its derivatives) of chapter 10 and chapter 11 used are wholly obtained, and all the materials of chapter 2 and chapter 3 used are wholly obtained if they represent more than 20% by weight of the product.
