To qualify for the EU-Pacific EPA preferential rate on HS 1516, products must satisfy the origin rule of type wholly obtained (WO). A tolerance of 15% of the ex-works value applies. 3 specific rules apply to this code under this agreement.

Manufacture in which: all the materials of chapter 2 used must be wholly obtained all the vegetable materials used must be wholly obtained. However, materials of heading 1507, heading 1508, heading 1511 and heading 1513 may be used.
