To qualify for the EU-Pacific EPA preferential rate on HS 2207, products must satisfy the origin rule of type WO + CTH. A tolerance of 15% of the ex-works value applies.
Manufacture: - using materials not classified in heading 2207 or heading 2208, - in which all the grapes or any materials derived from grapes used must be wholly obtained or if all the other materials used are already originating, arrack may be used up to a limit of 5% by volume.
