To qualify for the EU-SADC EPA preferential rate on HS 3003-3004, products must satisfy the origin rule of type maximum non-originating materials (MaxNOM). A tolerance of 15% of the ex-works value applies. 2 specific rules apply to this code under this agreement.
Manufacture in which all the materials used are classified within a heading other than that of the product. However, materials of heading 3003 or heading 3004 may be used provided their value, taken together, does not exceed 20% of the ex-works price of the product.
