To qualify for the EU-SADC EPA preferential rate on HS 3920, products must satisfy the origin rule of type maximum non-originating materials (MaxNOM). A tolerance of 15% of the ex-works value applies. 5 specific rules apply to this code under this agreement.

In the case of the products composed of materials classified both within heading 3901 to heading 3906, on the one hand, and within heading 3907 to heading 3911, on the other hand, this restriction only applies to the group of materials which predominates by weight in the product.
