Customs risk analysis
Systematic process used by Customs to identify and assess risks in order to target controls on high-risk operations.
Customs risk analysis (Customs Risk Management)
Risk analysis is the systematic methodology used by customs administrations to identify, assess and prioritize risks associated with international trade operations, in order to concentrate control resources on the riskiest flows.
Principles
Rather than controlling all declarations (impossible with current volumes), customs applies a selective approach: reinforced control of high-risk operations (red/orange channel) and facilitation of low-risk operations (green channel). Only 2 to 5% of declarations are subject to physical control in the EU.
Risk factors analyzed
Operator profile (AEO status, compliance history), type of merchandise (sensitivity, value, restrictions), origin and destination, consistency of declared data, international alerts (RILO, CEN) and predictive models.
Artificial intelligence
Customs administrations are increasingly integrating AI and machine learning into their risk analysis systems. The WCO reports that more than 50% of administrations are already using AI technologies to varying degrees.
EU Customs Data Hub
The future EU Customs Data Hub will centralize risk analysis at European level, enabling harmonized and more efficient risk detection between the 27 Member States.
Impact for operators
A favorable risk profile (AEO, clean history, quality data) reduces the probability of control and accelerates customs clearance. Investing in compliance is therefore a lever for competitiveness.
