Customs release / Good to Remove (BAE)
Release is the act by which the customs authorities authorize the declarant to dispose of the goods after verification of the declaration and, where applicable, payment or guarantee of duties and taxes.
Operation
After submitting the customs declaration, the customs IT system assigns a control circuit. If the declaration is sent to the green channel (without control), the release is granted immediately. In the orange circuit (documentary control) or red (physical control), release takes place after the control.
Deadline
The WTO Bali Agreement (2017) recommends granting release within 48 hours of arrival of goods. In European practice, green circuit releases are almost instantaneous.
Release before liquidation
In certain simplified procedures, release may be granted before the final liquidation of rights, subject to the provision of a guarantee.
Operational importance
The BAE is the essential document for the carrier or terminal manager to authorize the physical removal of the goods. Without BAE, demurrage and storage costs continue to accrue.
