A.TR Certificate (EU-Turkey Customs Union)
The A.TR certificate is a circulation document used within the framework of the customs union between the European Union and Turkey. It certifies that the goods are in free circulation in the export territory.
Distinction with the EUR.1 certificate
The A.TR certificate is not a certificate of origin. It attests to free practice, not origin. Chinese goods imported and cleared through customs in the EU can circulate to Turkey under A.TR duty free (for industrial products covered by the customs union).
Scope
The EU-Türkiye customs union covers industrial products and processed agricultural products. Basic agricultural products, coal and steel are excluded and fall under a separate preferential agreement requiring EUR.1.
Deliverance
The A.TR certificate is issued by the customs authorities or authorized chambers of commerce of the exporting country. It must be endorsed by customs.
Practical importance
Turkey is the EU's 6th largest trading partner. The A.TR certificate is an everyday document for companies exporting to or importing from Turkey in the industrial sector.
