PEM Convention (Paneuro-Mediterranean)
Regional convention on cumulation of origin linking the EU, EFTA, Turkey and the Mediterranean countries.
PEM Convention — Paneuro-Mediterranean
The PEM Convention (Pan-Euro-Mediterranean) is a regional framework which harmonizes the rules of origin and allows diagonal cumulation between its signatory countries.
Participating countries
The convention links more than 25 countries and territories: the EU, the EFTA countries (Switzerland, Norway, Iceland, Liechtenstein), Turkey, the Western Balkan countries, and the Mediterranean partners (Morocco, Tunisia, Egypt, Jordan, etc.).
Diagonal accumulation
The main advantage of the convention is diagonal cumulation: materials originating from any PEM country can be used to satisfy the rules of origin of another PEM country, provided that free trade agreements exist between the countries concerned.
Review in progress
The PEM convention is currently being modernized. The transitional rules offer more flexible criteria than the current convention, with the possibility for operators to choose between the two sets of rules.
Proof of origin
The EUR-MED certificate or the EUR-MED origin declaration must be used to benefit from PEM cumulation.
