Mechanism allowing the use of materials originating from partner countries to acquire preferential origin.
Original accumulation
Cumulation of origin is a mechanism which allows materials or transformations carried out in a partner country to be considered as if they had been carried out in the country of export, thus facilitating obtaining preferential origin.
Types of accumulation
- Bilateral accumulation: between two parties to an agreement (e.g. EU-Korea). Materials originating from one can be used by the other.
- Diagonal accumulation: between several countries sharing identical rules of origin (e.g. PEM convention). Materials can move between all participating countries.
- Total accumulation: all processing operations carried out in partner countries are taken into account, even if they do not individually confer origin.
PEM Agreement
The Pan-Euro-Mediterranean Convention is the main diagonal cumulation framework in Europe, linking the EU, EFTA, Turkey, the Balkans and the Mediterranean countries.
Strategic importance
Cumulation of origin allows companies to optimize their supply chains while maintaining preferential advantages, a major strategic lever in international trade.
