The H7 declaration is a simplified customs import declaration, intended for low-value shipments (intrinsic value ≤ 150 EUR) in the context of e-commerce.
Features
The H7 statement has a super-reduced dataset of around 30 items (compared to more than 50 for a standard H1 statement). It enables accelerated processing of millions of daily e-commerce packages.
Delta H7 in France
In France, Delta H7 is the IT system dedicated to processing H7 declarations. It processed 189 million declarations in 2024, covering 773 million items for a total value of 10.5 billion euros.
Who files H7 declarations?
H7 declarations are mainly filed by postal operators (La Poste/Colissimo), express agents (DHL, FedEx, UPS) and online platforms via their customs representatives.
Evolution
With the removal of the EUR 150 franchise and the customs reform, the H7 dataset will be enriched and online platforms will become the presumed declarants for the shipments they facilitate.
