Intrinsic value
The intrinsic value is the price of the item itself at the time of sale, excluding international shipping and insurance costs. It is used to determine whether a shipment is eligible for the EUR 150 exemption and the H7 simplified declaration.
Regulatory definition
According to Delegated Regulation (EU) 2015/2446, the intrinsic value corresponds to the price at which the goods are sold for export to the customs territory of the Union, excluding transport and insurance costs.
Difference with customs value
The customs value (CIF basis in the EU) includes transport and insurance costs. Intrinsic value excludes them. A package purchased for 140 EUR with 25 EUR shipping costs has an intrinsic value of 140 EUR (< 150 EUR) but a customs value of 165 EUR.
Practical use
The intrinsic value determines the regime applicable to the shipment: simplified H7 declaration (≤ 150 EUR) or standard H1 declaration (> 150 EUR), eligibility for IOSS and application of the customs exemption.
Abuse and controls
Under-declaring intrinsic value to stay below the EUR 150 threshold is one of the most common frauds in e-commerce. Customs are strengthening controls and cross-referencing of data with platforms.
