EUR-MED

Definition and principle

The EUR-MED certificate is a variant of the EUR.1 certificate specifically designed for the Pan-Euro-Mediterranean (PEM) origin cumulation system. It enables tracking the application of diagonal cumulation between PEM zone countries and indicating whether cumulation was applied and with which partner countries.

Legal framework

The EUR-MED certificate is governed by the PEM Convention on rules of origin (regional convention), which links the EU, EFTA countries, Turkey, European Neighbourhood Policy countries, and other Mediterranean partners. The revised PEM Convention (currently being deployed) modernises origin rules and certification procedures. The relevant provisions are found in the appendix on proofs of origin of the convention.

Practical operation

• The EUR-MED certificate contains a specific box (box 7) where the exporter indicates whether cumulation was applied and with which country(ies)
• If no cumulation is applied, the mention "no cumulation applied" is indicated
• The importer uses this information to determine whether they can in turn apply cumulation when re-exporting the processed product
• The EUR-MED certificate can be replaced by an EUR-MED origin declaration on invoice under the same conditions as for EUR.1
