EUR.1 circulation certificate
The EUR.1 certificate is an official document which certifies the preferential origin of goods within the framework of free trade agreements and preferential agreements of the European Union.
Usage
The EUR.1 certificate is used to benefit from reduced or zero customs duty rates provided for by preferential agreements. It is presented to the customs of the importing country.
Deliverance
The EUR.1 certificate is issued by the customs authorities of the country of export (in France, the DGDDI), at the request of the exporter who must prove the preferential origin of his goods.
Alternatives
- Declaration of origin on invoice: for shipments ≤ 6,000 EUR or for approved exporters, a mention of origin on the invoice replaces EUR.1
- REX certificate of origin: under the GSP, certain EPAs and recent agreements, the proof of origin is a certificate established by the exporter registered in the REX system
- Supplier declaration: declaration on invoice from the EU supplier attesting the origin of its goods, serving as a basis for the exporter to request a EUR.1
Validity
The EUR.1 certificate is generally valid for 4 months from the date of issue (10 months for certain agreements, such as GSP).
Post verification
The customs of the country of import may request post-verification of the authenticity of the certificate from the customs of the country of export. In the event of non-compliance, preferential duties are canceled and MFN duties are claimed retroactively.
