Form A — GSP Certificate of Origin
Form A (Form A) was the certificate of origin used under the EU's Generalized System of Preferences (GSP), allowing developing countries to export to the EU at reduced or zero duty rates.
Transition to the REX system
Form A was gradually replaced by the REX (Registered Exporter) system. Since January 1, 2017, GSP beneficiary countries must use the REX system for shipments over EUR 6,000.
GSP today
The EU GSP includes three regimes: the standard GSP, the GSP+ (for countries that ratify certain international conventions) and the EBA (Everything But Arms) regime for the least developed countries.
Importance
The GSP remains one of the EU's main tools for promoting the economic development of developing countries through trade.
