AI in customs

AI in customs refers to all applications of artificial intelligence to customs operations and procedures, aimed at improving the efficiency, accuracy and detection capabilities of customs authorities.

Main applications:

• Automated tariff classification: NLP and machine learning models to assign the correct HS code from goods descriptions. Reduces classification errors and accelerates clearance.
• Fraud detection: predictive analysis of customs declarations to identify undervaluation, false origins or duty circumvention
• Risk analysis: automated shipment scoring to target physical controls on high-risk goods
• Imaging and inspection: deep learning analysis of X-ray scanner images to detect prohibited goods
• Document analysis: automatic extraction of information from commercial documents (invoices, certificates)

The European Commission is developing shared AI tools within the customs IT programme. The WCO has published guidelines on the ethical use of AI in customs.

For operators, customs AI offers opportunities: AI classification tools help determine the correct HS code, automated compliance systems reduce the risk of reassessment.
