Combined Nomenclature (CN)
EU tariff and statistical nomenclature at 8 digits, based on the HS and supplemented by European subdivisions.
The Combined Nomenclature (CN) is the European Union's tariff and statistical nomenclature. It is based on the 6-digit Harmonized System (HS), to which it adds two further digits (7th and 8th) to achieve a detail level suited to the EU's specific tariff and statistical needs.
The CN serves a dual function: it forms the basis of the Common Customs Tariff (CCT) for duty collection, and it constitutes the nomenclature for EU external trade statistics (Intrastat and Extrastat). Applicable customs duty rates are defined at the 8-digit CN level.
The CN is updated annually by a Commission regulation published in the Official Journal of the EU, generally in October for entry into force on 1 January of the following year. These updates incorporate HS amendments (every 5 years) and EU-specific modifications.
The CN contains approximately 10,000 lines of 8-digit codes. It forms the basis of the TARIC nomenclature which adds 2 further digits (9th and 10th) to identify commercial policy measures, bringing the total to approximately 14,000 lines. Everything is accessible online via the European Commission's TARIC database.
