Determination rules
In the EU, non-preferential origin is determined according to the criterion of the last substantial transformation carried out in the country. The Union Customs Code (UCC) and its delegated acts specify the criteria for each product category.
Difference with preferential origin
Non-preferential origin does not confer any tariff advantage. It is only used to identify the country of origin for the application of other measures.
