Construction Products Regulation (CPR)
The European regulation defining the conditions for placing construction products on the market and performance declaration requirements.
The Construction Products Regulation (CPR, Regulation EU 305/2011, under revision) establishes harmonised conditions for placing construction products on the EU market. It replaced the Construction Products Directive (89/106/EEC).
The CPR does not set minimum performance levels but requires manufacturers to declare the performance of their products according to essential characteristics defined by harmonised standards (hEN).
Main obligations:
- Declaration of Performance (DoP): mandatory document accompanying every construction product covered by a harmonised standard
- CE marking: mandatory, linked to the DoP
- Assessment and Verification of Constancy of Performance (AVCP): 5-level system (1+, 1, 2+, 3, 4) based on risk
The 7 basic requirements for construction works:
- Mechanical resistance and stability
- Safety in case of fire
- Hygiene, health and the environment
- Safety and accessibility in use
- Protection against noise
- Energy economy and heat retention
- Sustainable use of natural resources
The ongoing CPR revision aims to strengthen environmental requirements and integrate the Digital Product Passport.
