Product-specific rules of origin

Specific rules of origin define, for each product category, the processing conditions necessary to obtain preferential origin within the framework of a given trade agreement.

Types of criteria

• Change in tariff classification: the processed goods must fall under an HS heading different from that of the non-originating materials used
• Added value: a minimum percentage of value must be added in the country of origin (e.g.: 40% local added value)
• Specific transformation: precise manufacturing operation required (e.g.: weaving for textiles)
• Combined criterion: association of several criteria

Each free trade agreement includes an annex listing the specific rules by HS code. These rules vary from one agreement to another for the same product.
