International 6-digit nomenclature used by over 200 countries to classify goods traded in world commerce.
The Harmonized Commodity Description and Coding System (HS) is the international nomenclature developed and maintained by the World Customs Organization (WCO). Used by over 200 countries and economies, it covers more than 98% of world trade and constitutes the common language of international commerce.
The HS structures goods into 21 sections, 97 chapters, approximately 1,200 headings (4 digits), and 5,600 subheadings (6 digits). The organisation follows a logic from simple to complex: from animal and vegetable products (sections I-IV) to machinery and apparatus (sections XVI-XVIII), through processed raw materials.
The HS undergoes quinquennial revision (the most recent being the 7th edition effective 1 January 2022) to adapt to world trade evolution, new technologies, and environmental and social concerns. Each revision modifies hundreds of subheadings, requiring updates to national nomenclatures and correlation tables.
Beyond its customs role, the HS serves as the basis for trade negotiations (tariff consolidations at the WTO), international trade statistics, rules of origin, dual-use goods control, and many other regulations. Mastery of it is essential for any international trade professional.
