A change from any other heading, except from chapter 2 or chapter 3, provided that: - the net weight of non-originating material of chapter 10 or chapter 11 used in production does not exceed 20% of the net weight of the product, - the net weight of non-originating sugar used in production does not exceed 20% of the net weight of the product, and - the net weight of non-originating material of chapter 4 used in production does not exceed 20% of the net weight of the product.
