A change from heading 1006 or heading 1101 to heading 1108, whether or not there is also a change from any other heading, provided the weight of non-originating materials of heading 1006 or heading 1101 to heading 1108 used in production does not exceed 20% of the net weight of the product.
CTH: All non-originating materials used in the production of the good have undergone a change in tariff classification at the 4-digit level (tariff heading).
