To qualify for the EU-Kenya EPA preferential rate on HS 2402, products must satisfy the origin rule of type wholly obtained (WO). A tolerance of 15% of the ex-works value applies.
Manufacture from materials of any heading, except that of the product and of smoking tobacco of sub- heading 240310 in which: - at least 10% by weight of the unmanufacture d tobacco or tobacco refuse of heading 2401 used is wholly obtained, and - at least 10% by weight of all materials of chapter 24 used is wholly obtained.
