Manufacture from materials of any heading, except that of the good and heading 2207 and heading 2208, in which: - all the materials of subheading 080610, subheading 200961, subheading 200969 used are wholly obtained in the country or territory, and - the individual weight of sugar and of the materials of chapter 4 used does not exceed 40% of the weight of the final good, and - the total combined weight of sugar and the materials of chapter 4 used does not exceed 60% of the weight of the final good.
