general rule

Non-originating materials not exceeding 10% of ex-works price may be used, even if the list rule for that product would normally prohibit their use.

textile exception

Specific tolerances for textiles are in Notes 5-7 of Annex II introductory notes. Generally 8% by weight.

vessel conditions

Vessels and factory ships in (f) and (g) must be registered/flying flag of a Contracting Party, be at least 50% owned by nationals of Contracting Parties, and have captain and officers who are nationals.

Originating products exported from a Contracting Party to a third country and re-imported: NOT considered as originating products UNLESS it can be demonstrated that the returned goods are the same as those exported and have not undergone operations beyond preservation.
