A certificate of origin is an official document that certifies the country in which a good was produced or manufactured.
Types of certificates
- Preferential certificates: EUR.1, EUR-MED, Form A, REX certificate — give access to reduced duty rates
- Non-preferential certificates: issued by the CCIs, attest the origin for other purposes (marking, commercial measures)
Who delivers?
Non-preferential certificates are issued by the Chambers of Commerce and Industry. Preferential certificates are issued by customs authorities or self-certified by approved exporters/REX.
Importance
The certificate of origin determines the applicable customs duties, the application of trade measures (anti-dumping, quotas) and compliance with marking requirements.
