EUDR (European Deforestation Regulation)
EU regulation banning the import of products linked to deforestation, with due diligence and geolocation.
EUDR — European Regulation on Deforestation
Regulation (EU) 2023/1115 (EUDR — EU Deforestation Regulation) prohibits the placing on the EU market or the export from the EU of certain products if they are linked to deforestation or forest degradation after December 31, 2020.
Products affected
Seven raw materials and their derived products: palm oil, soya, wood, cocoa, coffee, rubber and livestock. Cover hundreds of customs codes (chocolate, leather, furniture, tires, paper, etc.).
Obligations of operators
Before any release on the market, operators must carry out due diligence in three stages: collect data (including GPS coordinates of production plots), assess the risk of deforestation, and mitigate the identified risks. A Due Diligence Declaration (DDS) must be submitted via the EU information system, and its reference number must appear on the customs declaration.
Application Schedule
- December 30, 2025: entry into application for large companies (postponed to December 2026)
- June 30, 2026: for SMEs (postponed to June 2027)
Sanctions
Up to 4% of annual turnover in the EU, confiscation of products, exclusion from public procurement and temporary ban on placing on the market.
