The REP requires any manufacturer, importer or distributor who places a product on the French market to contribute financially to the collection, sorting and recycling of this product at the end of its life, via membership in an approved eco-organization.
REP sectors in France
France has more than 24 REP sectors covering in particular household packaging, electrical and electronic equipment (WEEE), textiles and shoes, furniture, toys, sporting goods, DIY and garden items.
Obligations of importers
Any importer who introduces products covered by an EPR sector onto the French market must register with the competent eco-organization, declare the quantities placed on the market and pay a proportional eco-contribution.
AGEC and e-commerce law
The anti-waste law (AGEC, 2020) extended EPR to new sectors and strengthened the obligations of online sellers and marketplaces, including foreign platforms selling in France.
Financial impact
Eco-contributions vary according to the sectors and types of products. They represent a significant cost to be included in the calculation of the import cost price.
