Forced Labor Regulation
Regulation (EU) 2024/3015 prohibits the placing on the EU market and export from the EU of any product manufactured using forced labor, at any stage of the production chain.
Scope
The regulation applies to all products placed on the EU market or exported, regardless of sector or country of origin. It covers forced labor within the meaning of ILO Convention No. 29.
Enforcement mechanism
National competent authorities conduct risk-based investigations. If forced labor is established, they order withdrawal from the market, ban on marketing and ban on export. Goods not collected must be destroyed or rendered unusable.
Role of customs
Customs authorities are on the front line to identify and block affected products for import and export.
Calendar
The regulation comes into force on December 14, 2027 (3 years after publication).
Link with existing obligations
This regulation supplements the CS3D directive (duty of vigilance) and the MACF. Companies should integrate forced labor verification into their supply chain compliance programs.
