ICS2 (Import Control System 2)
The EU import control system analysing pre-arrival security data to identify high-risk shipments before goods enter the EU.
ICS2 (Import Control System 2) is the EU IT system for security and safety risk management for goods entering the EU customs territory. It replaces the former ICS (Import Control System 1).
ICS2 requires economic operators to submit pre-arrival data (Entry Summary Declaration, ENS) before goods arrive. This data is analysed by a common risk analysis engine.
Deployment in three phases:
- Phase 1 (March 2021): air carriers (cargo and mail)
- Phase 2 (March 2024): maritime, inland waterway, road and rail carriers
- Phase 3 (2025+): postal and express operators
Required data:
- Precise goods description (minimum 6-digit HS code)
- Consignor and consignee
- Country of origin and destination
- HS code of goods
- EORI number of operators
When a risk is identified, ICS2 can issue a Do Not Load (DNL) notification preventing loading, or request additional screening. This system significantly strengthens international supply chain security.
